The upper and lower towns otherwise known as Gornji grad and Donji grad respectively, are the religious, commercial and cultural centers of Zagreb. Gornji grad was created at two separate towns which were often at war with each other. One, Kaptol, was where the Bishop was situated, and the other, Gradec, was the free town where artisans and tradesmen lived. Gornji grad was combined in the 1770s and formed the northern section of the historic part of Zagreb. These two towns have most of the tourists sites and resturants in Zagreb.
